Tokyo, Japan, December 7 2016 - Nanako SHIBATA on the train from Shinjuku to Meidaimae, on her way to a dance lesson after work. Between ski trips and tennis lessons in Japan’s go-go 1980s, her mother Hiromi once blew a month’s salary on a cashmere coat, wore it a few times and then retired it to her crowded closet in Shizuoka, a tidy provincial capital under the shadow of Mt. Fuji. Decades of economic stagnation later, Nanako lives a more frugal life. The 26-year-old Tokyo-resident’s idea of a shopping spree is borrowing from her mom’s bubble-era closet in Shizuoka. To save on the 112-mile trip home, she avoids the pricey bullet train, once a symbol of Japan’s rise. She rides the bus instead. “About a third of my wardrobe are hand-me-downs from my mom,” says Ms. Shibata, digging into her mother’s closet after a faux tiger fur jacket.
