La ville de Minamisoma, 70 000 habitants, est coupée en deux par la ligne de démarcation de la zone d'exclusion des 20km. En jaune, la nouvelle zone d'exclusion en dehors des 20km, a evacuer avant fin mai 2011. Le gouvernement japonais n'avait pas anticipé les retombées radioactives dues aux vents et à la neige quelques jours après le 11 mars. Ces retombées ont pollué les sols jusqu'à plus de 40km de la centrale.
